Within the framework of the International Programme for the Development of Communication (IPDC), the Government of the Republic of Korea has placed at the disposal of UNESCO, under the sponsorship of the Organization, eighteen (18) fellowships for a training course in the field of Television Documentary Programme Production for the benefit of certain Member States.
These fellowships, of 30 days duration, are offered to specialists in Television Communication wishing to attend a course organized in Seoul by the Korea International Co-operation Agency (KOICA) and the Broadcast Training Centre of the Korean Broadcasting System (KBS).
1. Programme and Organization of the Course
The course will be conducted in English and will take place at the Korean Broadcasting System (KBS) in Seoul, Republic of Korea from 20 September to 19 October 2005
Objectives of the Course:
• To improve the participants’ knowledge of the television documentary programme production through the study of Korean TV production techniques and producing experience through discussions and monitoring of TV programs;
• To learn advanced digital TV production techniques through digital camera work and non-linear editing practice;
• To develop an understanding of the broadcasting system; and
• To encourage exchange of broadcasting information.
The Programme will include lectures and discussions on the following:
a) Introduction to Korean Broadcasting System (KBS)
- Introduction on the broadcasting system of Korea
- Organization, history and programming policy of the KBS programs (documentary, entertainment shows, serial drama, etc.)
b) Practical Part of the Course
- Participation in digital TV program production including 6mm digital camera works and non-linear digital editing, etc.
c) Presentation of Country Report and Discussions
- General information about the participant’s country
- Introduction and discussion of the broadcasting programme and system of the participant’s country
(Each participant should make his or her own report on the broadcasting programme, i.e., VHS or Beta tape in NTSC)
d) Study Visits and Field Trips
e) Social and Cultural Program
2. Qualifications Required
a) The candidate must be nominated by his/her government, i.e., the National Commission for UNESCO;
b) Have occupational experience of at least 5 years in the field of television programme production;
c) Be at least 25 years old and not more than 45 years of age;
d) Have excellent knowledge of both spoken and written English, which will be the working language of the course [Candidates whose mother tongue is not English are required to submit a certificate of English language proficiency (see form IMP/0027 (X.95) attached] issued by a language examining institution in his/her country.]
e) Be of good health, both physically and mentally (A statement of good health signed by a qualified physician will be acceptable.)
3. Submission of Application Files - Deadline: 20 July 2005
Candidates must be nominated by their respective government. The letter of nomination should reach the Fellowships Section (ERC/RMS/FEL), UNESCO (Address: 7, Place de Fontenoy, 75352 Paris 07 P) before 20 July 2005. An advance copy of the application can be sent by fax (33-1-45685503) or by e-mail (r.jakubowicz@unesco.org). The application should have the following attachments:
a) the fellowship application (on UNESCO form), duly completed in duplicate, together with two photographs;
(Note: The application form should be completed in English)
b) certified copies of diplomas, in duplicate;
c) the certificate of language proficiency (on UNESCO form IMP/0027[x.95]) for non English-speaking candidates, duly completed in duplicate for the English language;
d) a statement signed by a qualified physician certifying that the nominee is in good health, both physically and mentally (the submission of a medical certificate and chest x-ray is not necessary).
Files which are not complete or which are received after the deadline for application, as well as candidates who do not fulfil the requirements mentioned above, cannot be taken into consideration.
Candidates not informed of their selection by 30 August 2005 should consider that their applications have not been approved in the selection process.
4. Facilities offered by the Government of the Republic of Korea
a) A return air ticket (economy class) from the fellow’s place of residence to Seoul;
b) all training expenses;
c) lodging at a dormitory for the duration of the training session;
d) free meals, small pocket allowance and other sundry expenses;
e) medical insurance (subject to the medical certificate referred to above under paragraph 3 (d).
